Renovating a commercial unit in Valencia: works, activity licence and timelines

Renovating a commercial unit has one rule that doesn’t apply to homes: every week of works is a week without revenue. That’s why the project is planned backwards — from the opening date. Here is what you need to know in Valencia.

Works and activity: two procedures that go together

To open a business in a renovated unit you need two things: the works legalised (responsible declaration or permit, as with homes) and the activity authorised. Low-impact activities (offices, most shops and services) need only an innocuous-activity communication; hospitality, clinics or venues with music require a full activity project signed by a technician.

The classic mistake is treating them separately: the works layout must be designed from the activity project, not the other way round. A misplaced toilet or a forgotten emergency exit can force you to redo finished work.

Sector requirements that shape the design

  • Hospitality: independent smoke extraction, soundproofing, public toilets according to capacity, food-handling areas compliant with health regulations.
  • Clinics and health centres: technical rooms, washable materials, strict accessibility, regional health authorisation on top of the municipal one.
  • Retail and salons: accessibility (ramp or accessible route), emergency lighting, capacity and evacuation routes.

In all cases the Spanish building code and accessibility rules apply: a unit renovated today without an accessible route will hardly pass inspection.

Realistic timelines in 2026

Adapting a mid-size unit (80-150 m²) takes 6-12 weeks of works depending on the starting condition and installations. The paperwork runs in parallel: innocuous-activity communications — days; licensed-activity procedures — one to several months. The key to not losing time: works project and activity project drafted together, and works phased so your own furniture and equipment can go in as early as possible.

What adapting a unit costs

As a guide for Valencia: from €300/m² for simple office or retail fit-outs up to €800-1,000/m² for hospitality and clinics with complex installations. A serious quote is prepared after a site visit, with the activity project on the table.
